Tax sovereignty regulates the powers of states to levy taxes. In Switzerland, Article 3 of the Federal Constitution applies.

It states that the cantons (state tax) are sovereign and can set taxes freely. Federal taxes are an exception and must be listed separately in the constitution. Municipal taxes are also authorized by the canton.
